Historically, the United States' immigration policies have drawn talented people from other countries. Before and during WWII, famous European scientists visited the United States. Following WWII and the onset of the Cold War, the United States recruited brilliant German scientists, some of whom contributed significantly to the success of our space program. The goal during the Cold War was to stimulate the U.S. economy while stopping Stalin's Russia from using this expertise. According to Cox & Rodríguez, with fear that once the Cold War ended, former Soviet researchers might accept consulting jobs for Middle Eastern and North African nuclear programs, Washington funded grant-making groups that would act as a sponge for them. According to Biden's strategy, attracting top technical talent from abroad requires a sound immigration system for businesses and investors (112). He wants to simplify the immigration process for foreigners who wish to live in the country and create businesses. The Potential Negative Externalities/Consequences of the Policy Increased Crime, drug, and human trafficking: As a result of Biden's weak immigration policies, millions of illegal immigrants may enter the country during his first year in office (Krogstad & Gonzalez-Barrera n.p). Without counting those who unlawfully crossed the border, the administration has already encountered around 1.7 million people. Legislative or "de facto" pledges of amnesty, combined with low interior enforcement, serve as powerful inducements for foreign nationals to assemble along the border and attempt illegal entry. They want to be citizens and believe they can enter the nation, settle down, and find work without fear of being deported. Porous borders and an untrustworthy, unregulated immigration system cause various security concerns. International Crime has the most severe effects. These uncontrollable illegal immigrants have a track record of committing crimes, including rape, robbery, and human and drug trafficking. Cartel dominance of international trade escalates the stakes. According to a DHS report from the 1970s, drug traffickers were used by roughly half of all border crossers (Carafano n.p). This figure has climbed to over 95%. Human traffickers want $1,000 to $10,000 for each person they want to cross the border. The cartels made tremendous profits under Biden's leadership. Furthermore, the money is frequently used by cartels to fund other illicit activities.
